20 世纪 70 年代末以来,英国率先在世界开展了一场持续的、声势浩大的行
政改革运动,这一运动既有着深刻的政治、文化、经济和传统的行政制度背景,
也有着理论上的先导。从撒切尔政府到梅杰时期再到布莱尔时期进行的持续的改
革,从界定政府的职能出发,围绕政府与市场、政府与社会以及社会公平与效率
的关系这一主线进行了积极地探索,涉及到中央与地方关系、行政组织重建、文
官制度改革以及政府运行方式的变革等多项基本内容。英国的行政改革具有全面
性、系统性、广泛性、激进性和连续性等特征,是英国政府为了适应社会的政治、
经济、文化等因素的不断变化,满足环境对政府机构的不断变化的要求和期望,
而进行的自上而下的、发自行政体系内部的自我变革。虽然从总体上看,英国的
行政改革还存在一些困难和问题,
和开拓者,英国的行政改革不断创新,取得了不少好的经验,其改革理念和方式
方法为许多国家所推崇,对世界各国政府产生了深刻地影响。英国的行政改革给
我们提供了深刻的启示:行政改革需要正确的理论支持与方针指导;界定政府角
色、明晰政府职能是行政改革成功与否的关键;如何处理中央与地方关系关乎改
革成败;行政改革是一个需要根据环境变化不断调整、适时纠偏的过程;把绩效
管理纳入行政管理改革中;公共部门应坚持公平与效率的统一。

The British Administrative Reform and its
inspirations Since the Thatcher Government
Abstract
Britain took the lead in Administrative Reforming since the year 1979. The
reform which last long and of being an impressive display of power or influence. The
reform has profound background of politics and economy or conventional
administrative system, and also has theoretic precursor. The persistent reform, from
the Thatcher era to the Blair era, which is center on the relationship of government
and market or society, come down to the relationship between the center and local,
reconstruction of anization, system of civil servants reform,
maneuvering patterns of government and so so. The administrative reform of Britain
possesses allsidedness、ess、 universality、aggressiveness and continuity,
targeting to fit the incessant changes of politics or economy or culture, to satisfy the
changing need and expectation that the environment brings to .The British
administrative reform is from above to below and self-transformation happening
inside its own administrative system. Although are there any difficulties or problems
as a whole , the effect is extraordinarily
