摘要
改革开放以来,在对当前我国政府改革所面临的重大理论与实践问题深入
反思的基础上,我国进行了一系列的政治体制改革,但由于计划经济向社会主
义市场经济转型过程中,政府间权责关系尚未理顺,政府的角色转换较慢。政
府在纵向和横向放权的同时,对权力的有效监督和制约机制尚未形成,因而导
致权力的部分异化,造成了公共权力的滥用和政府官员腐败现象的滋生,各级
政府不同程度地存在责任缺失、错位等问题。使政府在实际运行中出现了某些
背离人民性质的行为,严重影响了政府的合法性基础,这是在转型期党和政府
特别强调建设责任型政府的缘由。也是责任政府受到理论界热切关注的动因。
责任政府的出现是现代民主的政治发展的必然结果,也是全人类政治文明的宝
贵财富。自 2003 年非典时期以来,中国政坛的问责事件连接不断,以引咎辞职
为标志的问责制的推行已成为我国政治文明进程的一个显著标志。推行问责制
无论对促进我国经济发展、民主政治和社会进步,还是对重塑政府,优化公务
员队伍,密切干群关系,提高党的执政能力,都具有积极作用,有着广泛的影
响和意义。
