提要

在世界各国,政府依靠社会组织承接公共服务,是一种普遍且日益通行的做
法。近年来,我国一些地方政府也开始了政府购买社会组织公共服务的探索实践。
我国政府公共服务供给低效和社会公共服务需求不断增长的矛盾日趋激烈,同时
社会组织不断发展和完善,这使得政府购买社会组织公共服务成为我国公共服务
发展的必然选择。
本文结合北京市政府向社会组织购买公共服务的实践、西方发达国家的国际
经验,从购买主体、购买方式、购买流程、资金来源、制度保障、绩效评估等方
面进行分析,立足于两个维度:一是通过规范性的理论研究,描述了政府购买社
会组织公共服务相关概念的涵义,梳理了政府购买社会组织公共服务产生发展的
理论基础。二是通过实证研究,结合西城区向 H 社区金色阳光协会购买“阳光工
作室”项目的案例,分析北京市政府向社会组织购买公共服务的结构体系、现状
和问题,借鉴国外经验,提出明确购买主体权责、健全制度化保障机制、规范
购买程序、完善监督评估体系、加强社会组织自身建设等若干完善建议。

Abstract
Nowadays in the worldwide, it’s more and more popular for the government
to outsource public services to civil anizations. In recent years,
some local governments also began to put outsourcing public services to
civil anizations into practice. On one hand, the contradictions of
inefficient government supply of public services and growing social public
service needs is ing increasingly fierce, on the other hand the civil social
organization keep developing and improving during the last decades. The two
factors allows outsourcing public services to the civil anization to
e an inevitable choice. In this paper, bining the practice of
Beijing municipal government’s outsourcing and the essful outsourcing
experience in Western developed countries, to study outsourcing public
services to civil anizations from these aspects, including
