摘要
随着我国经济和社会的高速发展,行政体制改革的不断深入,政府的管理
模式、行政观念、运行机制都在潜移默化的发生着变化,作为新的执政理念的服
务型政府成为了我国政府改革的目标和方式,而建设服务型政府的重要内容之一
就是打造一支高素质的公务员队伍,公务员作为政府的工作人员代表着政府的形
象,其能力决定着政府管理的效能,公务员的素质也直接关系到我国社会主义事
业建设的兴衰与成败。
胡锦涛在十七大报告中指出:要加快我国服务型政府的建设,这对我国公
务员的素质提出了更高的要求。为此如何培养和提高公务员队伍的整体素质,更
快更好地建设服务型政府变得越来越重要了。本文第一部分是绪论部分主要内容
是选题的背景与意义,接着对国内外的研究综述进行了分析,最后是本文的研究
思路与方法。第二部分写到服务型政府的内涵与特征后,提出了本文的相关理论
基础,提出了服务型政府建设中公务员应具备的素质。根据服务型政府的特征,
提出公务员应具备的六项意识:民本意识、法律意识、责任意识、信用意识、效
率意识、创新意识;然后分析了我国在服务型政府建设的过程中公务员素质还存
在的一些问题,然后对公务员素质存在的问题进行分析,得出三个方面的原因他
们分别是传统行政文化以及制度和体制上的缺陷三个方面对公务员素质提升的
影响;最后尝试从公务员加强自身素质、树立与服务型政府建设相符合的行政观、
完善公务员制度、健全公务员机制四个方面提出提高我国公务员素质的对策。

ABSTRACT
With the high speed development of our country economy and social, and the
deepening of the reform of the administrative system, government management mode,
administrative concept and mechanism are changing unobtrusively and imperceptibly,
as the new ruling concept service-oriented government is the goal and method of our
government reform, and one of the important contents of building a service-oriented
government is to create a high-quality civil service. Civil servants, as government
staff,which represents the image of the government, and whose ability decides the
efficiency of government management. Their level of quality is directly related to the
overall level of cadre troop and the ess and failure of our China's socialist.
Comrade Hu Jintao pointed out explicitly at the 17th NPC conference that we
need to speed up the construction of service-oriented government, which putted
forward higher request to the quality of our country civil servants. Therefore, how to
cultivate and improve overall quality, and how to faster and better to build a
service-oriented government is particularly important. From the perspective
