本研究采用综合分析的视角,将理论与实际相结合,分析构建低收入住房政策
的必要性,并针对现行住房政策存在的不足,以及低收入群体住房状况,探讨构建
低收入住房政策的理论基础和制度完善的构想。全文共分为六个部分。
第一部分阐明研究问题的背景,回顾相关研究状况,对本研究的相关概念进行
了界定,并阐明了本研究的意义和思路。
第二部分描述和分析现行的住房政策尤其是针对低收入群体的住房政策,指出低
收入住房政策的主要内容和实施成效、不足等。
第三部分对低收入住房的现状进行具体分析,从影响低收入住房的因素入手,分
析社会隔离和社会排斥下的旧城改造和城中村问题,并提出两条解决的途径。
第四部分介绍第一条解决途径——结合补贴政策的廉租房制度。根据廉租房和住
房补贴的经济学解释以及相关的国际经验对我国廉租房制度的改革提出一些思路和
对策。
第五部分介绍第二条解决途径——公众参与,着重分析公众参与理论和非营利组
织实践对当前低收入住房政策的启示。
第六部分是对本研究的小结,概括性的归纳出本研究的基本对策及研究不足。

Abstract
The essay analyzes low-e housing policy necessity with integrated analyze from
theory to reality. The essay also views the ings in the policy. It discusses the
theory bases and gives some advices about low-e housing policy. And it covers six
parts.
The first part describes study background, reviewing the relative study. And it defines
the concepts, giving the method and new-point of the study.
The second part describes and analyzes the update housing policy , specially the
low-e housing policy, introduction to the main content, and negative parts of
low-e housing policy.
The third part carries on the concrete analysis to the update low-e housing,
obtains as the factors which affect the low-e housing , analyzing the problems of
old-city-rebuilding and Urban and Rural Area such with a background of social exclude
and the social isolation, and gives two solution mentalities.
The fourth part is the first solution mentality - subsidy policy and low-rent housing
system. Behind it, economic explain as well as the correlation international experience
gives the think-way to establish our country low-rent housing system reform.
The fifth part is the second solution mentality - public participation. Mainly analyze
the the theories and practices of public participation, and the enlightenment to the current
low- e housing policy.
The sixth part is the conclusion, outlining the study policy and negative points.
