The study of incentive and constrained mechanisms of State-owned enterprise’ executive
摘要
我国国企在经营中出现效率低下、亏损严重、内部人控制等各种问题,虽然历经多次改革,效果仍不显著,其最根本的原因是国有企业经营者激励与约束机制不健全。当前我国国有企业经营者激励机制存在着以下问题:经营者选拔的非市场化,影响企业高效运作,内部控制机制的弱化;现有经营者激励制度无法全面调动企业经营者积极性;外部监督机制的缺乏,助长国企经营者机会主义的泛滥。本文在基于对国企经营者激励与约束机制存在的问题分析基础上,提出了包括遵循市场规律,实现经营者的市场化配置;完善内部约束机制,推动内部约束变革;创新国企经营者的激励机制方式,实现多种激励制度相结合;深化企业内部控制机制变革;构建外部监督网络等多项有针对的措施,以期能对国有企业改革提供参考。

ABSTRACT
Although have gone through a number of reform, our State-owned enterprise turn out to poor efficiency, heavy losses, and person controls the inside1>. The basicest cause is that there is no effective incentive mechanism and constrained mechanism for the executives of State-owned enterprise. There are the following problems in incentive mechanisms and constrained mechanisms: firstly, the mangers’ non-market selection affect the efficiencies of the enterprises and weaken the constrained mechanisms. Secondly, the existing incentive mechanisms can’t mobilize the initiative of the mangers. What’ more, the lack of external oversight mechanisms, which contributed to the proliferation of opportunism. To resolve those problems, in this paper, basing on the analysis of incentive mechanism and constrained mechanism of China's State-owned enterprises, the author proposes a number of specific measures, which pliance with the laws of the market to achieve the mangers' market allocation, make the constrained mechanisms more perfect and promote changes in the internal control, innovate incentive mechanism to realize bination of a variety of i
ncentive systems, promote internal constrained mechanisms to deepen reform, Establish the outside work and so on.
