摘要
当前新疆正处于快速发展的时期,公路作为重要基础设施,具有先导性、基础性作
用。从建设小康社会、优势资源转换、发挥区位优势、进行国土开发、实现开放战略看,
现有的交通基础设施无论是总量还是质量都远远满足不了需要。新疆交通运输发展已经
进入了新时期和新阶段,然而资金短缺已成为制约新疆公路发展的瓶颈。新疆地域辽阔、
城镇分散,地形地质条件差,公路建设规模大、成本高;经济基础薄弱,基本维持费用
依靠国家和自治区财政补贴的县占县市总数的 90%以上;公路交通流量小、偿债能力较
差,难以实现市场化运作。尤其是当前受全球金融危机的影响和我国税费改革决定取消
政府还贷二级公路的影响,公路发展的资金筹资将面临更大的困难。因此,如何创新筹
融资政策,拓宽新的融资渠道,通过多种途径筹集公路建设资金,以加快公路建设和发
展是新疆公路交通建设必须加以认真研究和解决的重大问题。
本文就此问题展开讨论,首先从公路的属性和公共财政理论入手,分析了公路的公
共物品属性和私人物品属性的双重属性,并强调了政府投资在公路建设中的重要地位和
作用;其次研究了美国、日本、法国、西班牙、意大利公路建设投融资方式,总结了这
些国家值得借鉴的经验与启示;接下来分析了新疆可利用的社会资金,以及可利用的直
接融资工具;最后重点对保险资金投资交通基础设施建设的投资计划和投资模式展开研
究,对新疆拓宽筹融资渠道,实现交通基础设施建设的可持续发展有着积极的意义和一
定的参考价值。

Abstract
In the current period of rapid development, road of Xinjiang as the important infrastructure plays the
pilot, fundamental the point of construction of well-off society, advantage resource changeover,
develop an area advantage, undertake land develops, implement open strategy, the existing transportation
infrastructure cannot to meet the demand neither quality nor total amount.
Xinjiang transportation development has entered a new stage and new stage, however, the shortage of
funds has e a bottleneck restricting the development of Xinjiang region is vast,
towns scattered, topographic and geological conditions are poor, highway construction is large in scale,
high cost; weak economic foundation,the county which the basic maintenance costs by the state and the
municipal finance allowance accounted for counties and cities more than 90% of the total; the highway
traffic flow is small, less solvent, it is difficult to achieve market-oriented particular, the global
