检验检疫机构检验监管模式改革探讨
改革开放 30 多年，我国社会经济形势发生了翻天覆地的变化，我国经
济一直保持高速平稳增长。我国加入世贸组织之后形成了大进大出、快进
快出的外贸新格局。出口贸易的飞速发展给检验检疫工作创造了广阔的发
展空间，同时也带来了极大的挑战。
近年来，欧美等发达国家出台的技术壁垒层出不穷，中国出口企业被
动应对，出口门槛越来越高。随着国际贸易的复杂多变，深层次的矛盾开
始显现，制约着检验检疫发展。作为实施 WTO 规则和履行入世承诺重要机
构的检验检疫部门，应积极应对和妥善解决对外贸易中出现的矛盾和问题。
因此转变“抽样检验”和“事后把关”的旧的检验监管模式，建立“有的
放矢、科学评估”大量减少抽样检验比例，达到科学把关，积极应对国外
技术贸易壁垒的新检验监管模式变得非常迫切。
本文拟通过对国内外检验检疫制度、我国现行的检验检疫监管模式及其
存在的一些问题、检验监管模式改革创新等方面进行研究，探讨检验检疫机
构如何进行检验监管模式的改革。

Abstract
Discussion of the Inspection and Supervision
Mode Transforming for CIQ
Since the reform and opening up, significant change has
occurred in our social economic situation. China's economy keeps
growing at steady and high speed for 30 years. A new foreign trade
structure, fast exportation and importation with high volume, has
formed after China joined the World Trade Organization. The rapid
development of export trade not only creates a broad development
space, but also brings a great challenge for the inspection and
quarantine work.
In recent years, the technical barriers issued by USA and
European countries are endless, which makes Chinese export
enterprises have to respond, and increase the limit of exportation. In
the complex and quickly varied international trade situation, inside
contradictions which restrict the development of inspection and
quarantine began to appear. As an important department for
implementation of WTO rules and fulfilling our WTO accession
commitments, the inspection and quarantine agencies should actively
respond and properly solve the contradictions and problems
appeared in the foreign trade. So it becomes very urgent to change
