国外生态农业发展的经验及启示

摘要: 本文从国外生态农业的兴起及发展现状入手, 考察了欧盟、美国、日本等发达国家在生态农业建设方面的经验, 然后针对我国目前生态农业发展中存在的问题, 如生态意识淡薄、法律制度不健全、财政支持不科技实力不强、标准化体系不完整、农业合作经济组织不规范等, 一一作了详细分析, 在此基础上, 提出了力、相应的完善对策。关键词: 生态农业; 经验; 问题; 对策中图分类号: S181 文献标识码: A 文章编号: 1000 - 579( 2011) 01 - 0068 - 06
Experience and Enlightenment of Development of Foreign Ecological Agriculture

Abstract: From the rise and current situation of the development of the ecological agriculture in foreign countries, author has investigated the experience on the construction of ecological agriculture the in developed countries such as European Union, S3>. A. , U. Japan, and has made a detailed analyetc. sis about the question that our country exists at present in the development of ecological agriculture such as faint ecological consciousness, imperfect legal system, lack financial support, weak technical strength, imperfect standardization system, unstandard agricultural cooperation aniand the zation etc. Based on this, author puts forward the corresponding perfecting countermeasures. 一、国外生态农业的兴起及其经验总结
在国外, 生态农业也被称为自然农业、有机农业、生物农业、绿色农业等, 是以生态学、经济学理论为依据, 运用现代科技成果和现代管理手段, 在特定区域内所形成的经济效益、社会效益和生态效益相统目前世界上实行生态管理的农业用地约为 1055 万公顷。其中, 澳大利亚生态农地一的农业。据统计, 面积最大, 529 万公顷, 达占世界生态用地总面积的 50% ; 其次是意大利和美国, 分别为 95 万公顷和 90 万公顷。若从生态农地占农业用地面积的比例来看, 澳大利亚生态农业面积已占其农地总面积的 8. 4% , 瑞士占 7. 8% 。若从生态农产品的价值来看, 目前全球每年生态农业产值达到 250 亿美元, 其〔1 〕中, 欧盟 100 亿美元, 澳大利亚 35 亿美元, 美国和加拿大 100 亿美元。从发展速度来讲, 20 世纪 90 自

年代以来, 生态农业发展最快的是欧盟。例如, 瑞典 2000 年生态农业耕种面积为 10 万公顷, 约占全国耕地面积的 3% , 2003 年底, 到这一比例则上升到了 10% ; 德国 1999 年生态农业面积占全国农业土地的比例为 2. 6% ; 2000 年为 3. 2% ; 2001 年为 3. 7% ; 截止到 2006 年 1 月 1 日, 这一比例则上升到了 4. 〔2 〕 8% 。人们也许会问为什么欧美发达国家的生态农业会出现如此辉煌的业绩呢, 显然这与他们一系列的科学管理措施
