文档介绍：国际城市规划 2007 , 67 英国住房供应体系中廉价公房开发 British Council Housing Development in Housing Supply System 郝娟摘要: 战后英国政府在住房供求矛盾尖锐、住房严重短缺情况下,充分发挥政府对资源的控制优势,通过财政干预的途径建造廉价公房以供租售的住房保障制度,妥善解决了低收入居民的住房困难问题,保障了每一个公民的基本居住条件。本文通过简述英国建造廉价公房的历史及其主要相关政策,提出在当前构建和谐社会的政治背景情况下,政府应如何通过法律政策干预,更好更妥善地解决低收入家庭的住房问题。 Abstract : : : :: Under the circumstances of housing demand and supply crisis, local government in UK has been constructing a large number of houses for rent and sale for families in poverty by financial intervention since World War II. British housing policies have played a positive role in guaranteeing the low-e residents ’ housing demand and in settling the issue of housing shortage for local residents. After introducing the evolution of Council House and relevant housing policies, the paper points out that, to realize the construction of a harmonious society, government should regulate the supply system of real estate market by establishing laws and policies in order to settle the issue of housing for the low-e families. 1 引言英国的住房供应体系大致分为两个部分:市场商品化交易部分和政府保障部分, 政府保障部分就是政府出资建造的廉价公房。英国大约 80% 的居民通过市场购房解决居住问题,大约 20% 的低收入居民住房问题通过住房保障制度解决。廉价公房( Council House ) 原意是指(英国市、镇、郡) 地方政府营造的低标准住宅,也称市议会公房。 20 世纪 80 年代以前,这类廉价公房通过政府财政拨款建造完成后,向低收入居民以低于市场价格的租金的形式出租。 1980 年后,英国政府为减少福利制度带来的巨大财政支出推行住房私有化,开始通过公房出售的方式改革原有的公房使用制度,规定住户在住满一定年限公房以后,可以以优惠价格买下他们所住的公房[1] 。当然由于近年来英国租金连年上涨速度较快的原因,政府仍然继续实施住房津贴计划,帮助低收入者
