企业专利战略中项目管理方法的应用

摘要
企业专利战略是时下知识产权学术研究领域的热点。企业实施专利战略能有效
地提高企业原始创新能力,掌握具有自主知识产权的核心技术和关键技术,迅速提
高申请专利的数量、质量,对实施国家知识产权战略,增强我国的科技、经济竞争
力具有重要意义。针对当前企业专利战略管理工作缺少具有可操作性的管理方法的
现状,本文在企业专利战略管理的管理方法研究上作出探索,旨在运用项目管理方
法来提升企业专利战略管理的科学性、系统性和效率性,为企业专利战略管理人员
提供具有可操作性的方法,使我国企业的专利战略管理能有序的、高效地进行。
本文不仅采用移植法在企业专利战略管理中引入项目管理的方法,而且结合过
程理论及专利权法学等多学科研究方法进行研究。在研究内容中,首先分析项目管
理方法和企业过程管理学的基本原理与方法,将企业专利战略管理分为规划、实施
和控制三个部分,然后分析企业专利战略管理规划、实施和控制三个部分的特点,
最后制定了基于项目管理的企业专利战略规划管理流程,提出了企业专利战略管理
实施部门的地位、构成及管理模式,并选择项目沟通管理作为企业专利战略管理的
控制方法。
本文的创新之处在于从专利权研究的视角,引进、移植管理学科领域的方法,
使用管理学的理论研究企业专利战略问题,并为企业专利战略研究探索一个新方
向。

Abstract
Currently, enterprise patent strategy is springing up in field of Intellectual Property.
Enterprise can promote its ability of innovation with efficient patent strategy. It is
significant to improve our scientist and petition, implement native
Intellectual Property strategy that wielding the key technology of independent Intellectual
Property, enhancing the quality and quantity of native patent promptly. Aimed at the
situation that enterprise patent strategy management is lack of maneuverability. This thesis
does research on means of enterprise patent stratagem strategy management so that native
patent strategy can progress well-ordered and efficiently with the means of project
management to promote the science, consecution and efficiency of enterprise patent
strategy and provide a useful method for patent strategy manager.
This paper not only brings the theory and method of project management into
enterprise patent strategy management with transplantation, but also refers to many other
theories, such as process management, Intellectual Property, etc. At first, enterprise patent
strategy management is divided into three parts: programming, implement and control
through analyzing the foundation of project management and enterprise process
management.
