美国高等教育认证制度分析
——兼议我国高等教育认证制度的走向

[摘要] 本文通过介绍美国高等教育认证委员会(CHEA)和美国教育部(USDE)的认证标准以及之间的相
互作用,旨在阐释我国高等教育认证体制应该认识自身所存在的问题,如:评估主体单一,以政府为主导
的一元化评价方式;评估标准过分统一,评价指标过于量化;被评主体缺乏自我评价意识,参评思想偏离
正轨等。对此,文章提出了改善建议:以内部认证逻辑为主体,实行内部认证与外部认证相结合;逐步
建立高等教育认证制度的市场调节机制,改变教学水平评估的“大统一”现象;增强被评方的“主体意
识”,做好“自评”与“整改”。

Abstract: By introducing the certification standards of Council for Higher Education Accreditation (CHEA)
and of Education (USDE), as well as their interactions, this paper aims to explain that Chinese
higher education accreditation system should be aware of their own problems, such as assessment subject are too
single, it is government-dominated unifi ed evaluation; the to be assessed subjects lack self-assessment awareness,
their assessment ideology deviated from track; assessment criterions are too unified, assessment indexes are too
