一、引言
伴随现代化农村进程的发展,农村的生活方式和生产方法都发生了翻天覆地的改变,农村的环境污染情况严重恶化,不只影响到几亿农村人民的日常生活、工作生产和身体健康,并且还通过水源、空气和食品等途径最终使城市人口的身体健康和生活受到影响。在党中央把保护环境工作放在了首要的策略方位上,我国保护环境工作在其他方面都发生了很大的改变。
在有关十八大的报告中指出关于努力建造美丽的新中国,大力发展建设生态文明的伟大响应,把建设生态文明放在全面建设小康社会更为显著的战略指导方针上来,归纳社会主义建设现代化的总体格局中来。在有关政府号召大力建设改造生态文明的今天,努力解决关于农村环境难题已经成为各级政府部门的重要任务。
二、耒阳市农村生态环境存在的主要问题

当前在我国存在着许多这样的情况,建造污水处置设备不去使用,一方面是污水处置的花费对应来说太高,一些有关单位为了对付检测引入或是建造污水处理设施,却把设备作为一种摆设。作为“经济人”的视点思考,公司处置污水所花费的要比直接把污水处置掉的花费多的多,为了让自个成为最大的受益者,就让设备空闲于此。作者在调查中了解到这种情况在耒阳市也是有的。耒阳市的处理污水设备跟不步伐,在很多建造污水处置设备后水污染情况得到改善。可是耒阳市的污水处置设备并没有完全得到有效利用,污水没有取得良好地处理,依然有乡镇企业和养殖用户直接把污水排放到河道,害的水污染情况不断恶化(见下图)
