摘要
改革开放以来针对传统社会主义模式我党提出了改革党和国家领导制度的任
务并付诸实践从改革开放开始到现在我国政府机构己经进行了五次大的改革实
践考察这一改革的历程总结出带有规律性的经验对于迎接入世带来的挑战推
动中国的民主化进程实现中华民族的伟大复兴和全面建设小康社会都具有重大的理
论和现实意义
本文共分三大部分:第一部分对政府机构改革的必要性进行分析主要内容是
世界经济全球化对政治改革提出了紧扣时代脉搏的要求;中外关于政治体制改革的理
论基础;我国政府机构的历史形成及弊端及改革的现实依据第二部分是本文的重点
主要内容是对十一届三中全会以来五次政府机构改革的回顾共分五节每一节都分
析了该次改革的背景改革的内容以及改革的评价并从改革任务的变化来考察改革
具体内容和改革的效果评价第三部分是对我国政府机构改革的反思分析了存在的
问题及成因最后提出政策建议
应该承认与西方国家的改革相比我国的政府机构改革仍处于探索阶段总体
来说是不够成熟的但是历次改革的力度及效果表明新中国的领导集体有着锐意
进取的精神和严于自律的求变意识每一次改革既是自我革新的过程也是在原有基
础上的继承和发展正如马克思主义理论的不断完善一样只要不懈追求中国的明
天必将是充满希望的

Abstract
Since the reform and opening to the traditional socialist mode our party has put
forward the tasks of reforming party and national leadership system and put into practice.
Beginning with the reform and opening until now the government of our country has
already carried on a series of great reform practices . Investigating the course of this reform
movement summarizing the experience with regularity for meeting the challenge that the
entry to WTO brings Promoting China’s process of democratization bringing about a
great rejuvenation of the Chinese nation and building the well-to-do society have great
theoretical and realistic meaning in an all-round way.
This thesis divides into three major Parts altogether. First the thesis analyses about
necessity of reform in anization. Having described the theoretical
foundation of the reform mainly. History of the ans of our country forms
and the drawback and the realistic basis of the reform; In the second part, it elaborates the
history of our country’s government reform. The thesis mainly elaborates in this part from
three aspects: Each time reforms’ background. Reform content as well as reform appraisal;
Inspects the reform concrete content and the reform effect from the reform duty change
