Abstract: Inland port is the bridge connecting the coastal ports and inland cities. It is of great significance to broaden the hinterland of ports and promote the inland economic development. The inland port has been paid more and more attention as the prehensive work planning and construction has been carrying out. Inland port construction in our country was still in its infancy
, which had neither mature theoretical basis nor perfect laws and regulations specifying its development. Therefore there were many problems existing in the process of the construction of inland port. This paper embarked from the research of literature regarding inland port at home and abroad, and then put forward measures and suggestions to the development of Shenyang international inland port on the basis of analyzing the current situation of the development of European main inland port.

?港,是一个与沿海港口相对的概念。由于陆港所具有的完善的港口功能和便捷的物流通道对内陆地区的经济发展以及沿海港口腹地的扩张重要意义,国内许多内陆城市开始探索陆港的建设。本文拟对国内外陆港的理论研究及欧洲主要陆港的发展情况展开分析探讨,提出沈阳国际陆港的发展建议。
1 国内外陆港研究的文献综述
国外研究现状
国外学者对陆港的研究随着集装箱运输的发展而不断深入。关于陆港的概念和内涵方面的研究,国内外学者Violeta Roso(2004)等认为陆港是通过铁路与海港和内陆多式联运枢纽相连接,并可以与海港一样的方式处理集装箱[1]。Andrius Jarzemskis(2007)等学者基于波罗的海区域物流中心网络整合项目的研究认为陆港是位于内陆地区,通过铁路和/或公路与海港相连,在陆港和目的港之间通过提供专业化运输服务而服务于当地的工商业的区域[2]。针对陆港的功能和运作模式,Roso, Woxenius and Lumsden(2009)认为陆港能缓解海港场地和容量不足的问题,其功能应当包含转运、集运、仓储、货运追踪、集装箱维护和清关等,它不同于内陆集装箱货运站,根据陆港与海港的距离远近,可分为近距离、中程和远程陆港[3]。Violeta Roso(2008)还研究指出影响内陆港建成的主要因素是基础设施、土地使用、环境和法规。伴随全球经济一体化和海运集装箱量的增加,陆港作为内陆多式联运枢纽在全球供应链中的作用也越来越重要。R Palumbo(2014)的研究论证了陆港对于海运供应链绩效的增进作用,并提出港口主管机关应将陆港纳入海港发展策略的制定中[4]。
