摘要
我国加入 WTO 后企业面对的发展环境更趋于复杂,企业战略管理工作
越来越重要。随着我国国民经济快速发展,石油工业的发展成为国民经济发
展的重大课题和难点之一,能源安全问题成为我国各方面普遍关注的大事。
大庆石油管理局如何面对纷繁复杂的外部环境,实现全面、协调、可持续发
展,加强战略管理,制定符合企业发展的发展战略至关重要。
本文首先介绍了战略管理理论的主要理论、当前国外战略管理理论的发
展过程和前景,并简要回顾了战略管理理论在我国的研究和应用。其次,对
大庆石油管理局所处的宏观环境和行业环境的一般要素进行了简要分析,认
清了企业外部环境的机遇与威胁,并对企业现状和能力等内部条件作了介绍
和分析,明确了企业发展的现实条件,为企业确定发展战略提供了基础。最
后,分别从总体战略、竞争战略和职能战略三个层次提出了战略选择建议。
指出总体战略应选择发展战略,提出了发展战略的方针和目标。在对企业业
务进行分析的基础上,提出了企业业务组合,各主要业务的竞争战略选择。
同时,提出了保证总体战略和竞争战略的实施必须进行体制创新、技术研究、
市场开发、人力资源开发、企业文化建设等职能战略和措施建议。

Abstract
After China’s entry into WTO, the enterprise’s developing environment has been more
complicated, and the strategic management is more important. With the rapid development
of national economy, the development of petroleum industry has e the major topic
and difficulties for the development of national economy, and energy problem has e
main problem concerned by all fields. How to face plicated external environment,
realize the coordinated sustainable development, strengthen the strategic management, and
set up the strategy in conformity with the enterprise development is imperative for Daqing
Petroleum Administrative Bureau (DPAB).
