政府公信力研究--基于群体性突发事件的分析

摘要

在社会转型期的时代背景下,群体性突发事件发生的频率越来越
高、规模也越来越大以及危害性也呈不断增长的趋势。作为群体性突
发事件处置主体的政府如何有效的处置群体性突发事件直接关系到
政府公信力的树立。在此过程中,政府对群体性突发事件的处置效果
与其自身的公信力相辅相成的关系,使得政府公信力有得有失。本文
从近几年我国发生的群体性突发事件中,选取了一件作为研究对象,
试图探索政府公信力与群体性突发事件的相关性,为提升政府在处置
群体性突发事件过程中的公信力奠定了坚实的理论基础。希望通过文
本的研究,能丰富政府公信力的理论体系,并对政府在实际应对群体
性突发事件时有一定的指导作用。
目前政府在处置群体性突发事件过程中存在政府与民众关系紧
张、政府行为信用缺失、政府行为履行失当、利益表达渠道不畅通等
问题,从理念、行为、制度层面全面、系统地分析了影响政府在处置
群体性突发事件过程中对其公信力影响的各种因素,主要有政府行政
人员缺乏正确的权力观、政府行政人员诚信意识淡薄、行政程序不合
法、政府及其行政人员处置方式不当、政府信息公开制度不完善、行
政责任追究制度缺失等。系统分析政府公信力的影响因素有助于我们
从根本上解决政府理念、政府行为和政府制度存在的问题,真正打造
服务政府、诚信政府、责任政府、透明政府和法治政府。结合对影响
因素的分析,本文从政府在处置群体性突发事件过程中的理念、行为

和制度建设入手,提出通过树立服务型政府理念、诚信政府理念、责
任政府理念、透明政府理念、法治政府理念等理念;规范政府履行行
政职能的行为、规范政府行政执法行为、政府应正确选择公共权力的
行使方式等行为;完善信息公开制度、加强新闻发布制度、实施行政
听证制度、践行行政问责制度、通畅利益诉求表达机制等制度,提升
政府在处置群体性突发事件过程中其公信力的有效措施。

ABSTRACT

In the background of social transition, the mass unexpected incident
occurred with increasing frequency, ing ever larger, and also
showed the growing dangers of the trend. As a group of emergency
disposal of the main government how to effectively handle mass
incidents directly related to the credibility of the Government's set. In
