摘要
随着煤炭企业的发展,生产经营指挥调度业务的要求不断提高,建设技术先进、功
能齐全的多媒体调度指挥系统,以适用、丰富、全面、及时的视频图像、数据和文字信
息为基础,为安全生产工作重大决策提供信息支持,实现安全生产调度指挥业务处理和
信息交换的系统化、规范化、自动化及管理决策的信息化与科学化,对提高企业的调度
效率和现代化管理水平具有重要的意义。
本文研究了兖矿集团多媒体调度通信的现状,分析了下一代网络下多媒体调度具体
需求的特点,研究了多媒体调度通信的关键技术,建立了多媒体调度中心的系统的模型,
分析了其业务处理流程,设计了兖矿集团多媒体调度通信网络结构。设计多媒体调度中
心的显示及控制系统、监测监控数据显示系统以及调度指挥语音系统三个核心功能模
块,重点实现了显示及控制系统和监测监控数据显示系统的功能。该系统经过 1 年的测
试运行,系统运行稳定,实现了兖矿集团各矿实时监测数据的能力,通过多媒体调度通
信网不仅可以全面掌握兖矿集团的的生产运行状况,而且具有灵活的数据查询、曲线分
析及报表打印功能,能够满足各级管理人员的业务需求。该系统具有良好的扩充性,通
过增加接口软硬件系统多媒体调度通信网络将监测数据实现上传直至集团公司调度室
大屏幕显示系统的基本功能,为煤炭企业多媒体调度中心的建设提供参考。

ABSTRACT
With the development of coal enterprises, requirements of the operation and dispatching
is also increasing. In order to provide information support to work-safety and important
decisions, and to make the safety dispatch system to process application and exchange
information systematically, normatively and automatically and make the decision of manager
with more scientific information, we designed an advanced, full-featured multimedia
command system with applicable, rich, comprehensive and timely video, data and text
messages, which also can improve efficiency of scheduling and management greatly.
In this paper, we researched the status of multimedia munication system
of Yanzhou Mine, analyzed the features of the specific needs of multimedia scheduling in
NGN, studied the key technology of multimedia munication, established the
model of this system, also analyzed the processing of this business and designed work
of multimedia munication of Yanzhou Mine. In
