摘要
对政府财政能力的理解不应当仅仅停留在财政收入规模大小上,而应当具有
更广阔的视野。在既有的财政体制下,政府财政能力不但要反映一个地区汲取收
入的能力,也要能够反映该地区利用财政政策进行社会调控的能力和重点支出的
保障能力,以及地方政府贯彻中央政策的能力。因此,地方政府财政能力是一个
能力体系,是地方政府在一定的自然禀赋和体制框架下,为了满足社会公共需求、
确保社会稳定、促进经济的可持续发展和调节区域间差异而充分运用自己掌控的
各种社会资源所具备的能力之总和。如何准确评价和考察这种能力,对于理性决
策、科学管理具有十分重要的现实意义。然而,目前在理论界和财政实践中,还
未就如何考察各地财政的实际能力形成一致的意见。本文试图就此做出初步的探
索,在总结、梳理和分析现有若干财政能力评价方法的基础上,进一步厘清财政
能力的概念,分析财政能力的影响因素,进而突破既有的评价指标和方法,从财
政的预算管理能力、基本保障能力、汲取能力、发展能力、调控能力和抗风险能
力六个层面,构建了 38 个评价指标,采用定性和定量两种评价模式和方法,形
成地方政府财政能力评价体系。运用这个体系,本文以 2009 年云南省 16 个州(市)
为样本,对其财政能力进行了数据测算和实证分析,基本结论和判断是:新评价
体系重新界定了云南省 16 个州(市)财政能力分布格局;显示了地区间财政能
力差异较大,各地区财政子能力强弱不均。

Abstract
Abstract
The understanding of government financial capacity should not be merely on the
size of the revenue, but should have a broader perspective. Under the existing
financial system, government financial capacity should not only reflect the capacity of
a region's e, but also the social regulation ability using fiscal policy in the
region and the focused on spending security ability, and the ability of local
governments to implement central policies . Therefore, the local government fiscal
capacity is a capability system. In order to meet public needs, ensure social stability,
promote sustainable economic development and regulate regional differences, it is the
combined capability that makes full use of their controlled all kinds of social
resources under a certain natural endowments and institutional framework. How to
accurately evaluate and investigate this ability has great practical significance, for
rational decision-making and scientific management. However, in the current theory
and financial practice, yet there is no consensus on how to investigate the actual
capacity of local financial. This paper attempts to make a preliminary exploration
