提要:
21 世纪是知识经济时代,在这个时代里,人力资源已经超越了物质资源成为第
一资源,因此各类组织对于这一资源的重视程度逐渐加深,对于如何识别、开发和利
用人力资源的能力要求逐渐增加。公立医院作为最具代表性的卫生行业组织,承担着
大量的公共事务,对推动医疗行业进步、社会的快速发展起着重要作用。公立医院要
寻求更大的发展,对人才的需求也就不断的增加,而招聘是人才引进的源头,因此对
公立医院招聘问题的研究,有着重要的意义。笔者运用文献综述法对招聘的相关理论
进行归纳总结,用实证分析法对北京市某公立二级医院的招聘管理进行研究和分析,
希望借助对该医院招聘问题的深入剖析,为公立医院的招聘研究提供参考。通过对该
医院在招聘中存在的问题进行总结和归纳,进而分析该医院的问题折射出的公立医院
招聘中存在的问题,创新性的设计了外包和内部治理相结合的实用模型,为解决公立
医院招聘问题提供了新的途径。

Abstract
21st century is the era of knowledge economy, in this era, human resources has replaced
the material resources to e the first resource. All types anizations pay more and
more emphasis on human resources. The requirements for the capacity of how to identify
develop and use the human resources e more different. Public hospitals, as the most
anizations in the health industry, face a great deal of public affairs and have
the responsibility to promote the progress of the medical industry. The development of public
hospital plays an important role to the development of society. Public hospitals try to seek
greater development; the demand for talents will continue to increase, while recruitment is the
most important way to attract talents, so the recruitment of public hospitals has important
significance. The author used method of recruitment literature review is summarized the theory,
empirical analysis using a public secondary hospital in Beijing recruitment management
research and analysis, hoping to recruit the hospital's in-depth analysis, recruitment for the
public hospitals provide references. Because the hospital has some problems in recruitment in
the case, to summarize and analyze these issues will reflect the problems of public hospital in
