浙江是一个经济大省,近年来浙江政府通过外商直接投资(FDI)来带动全省经济与贸易的发展。但FDI能促进东道国经济增长的同时,还会对东道国的国内投资产生强有力的影响,这种影响体现在FDI对东道国国内投资产生挤入效应或挤出效应上。本文首先从浙江省利用FDI的总量和结构上分析了浙江省利用FDI的现状,并在此基础上着重研究了浙江省FDI的挤入挤出效应。本文采用Agosin和Mayer构建的挤出挤入模型,利用1993年至2009年的相关数据对浙江省FDI的挤入挤出效应进行了检验。结果表明,在将近17年间,FDI对浙江省的国内投资总体上存在着挤入效应,并对得出的结论进行了原因分析。最后,结合产生挤入效应的原因,提出了进一步发展的建议。

ABSTRACT
Zhejiang is a large province in economy, and the government of Zhejiang has promoted the economy and trade through foreign direct investment (FDI). But FDI will crowd out or crowd in domestic investment indirectly while promoting the economic growth in hosting countries. FDI significantly affects the hosting country’s domestic investment, which is reflected in the type of crowding in and crowding out effects to the hosting countries. On the basis of analyzing the utilization of foreign investment through the aspects of total amount and structure, this paper focuses on the crowding in and crowding out effects of FDI in Zhejiang. This paper makes use of the model which is put forward by Agosin and Mayer to measure the crowding in and crowding out effect of FDI in Zhejiang. The paper explores related statistical data from 1993 to 2009 of Zhejiang to make an empirical study. The results reveal that over the past 17 years, FDI has produced the effect of crowding in to domestic investment. Then, this paper analyzes the reasons of crowding in effect in Zhejiang. Last, combined with the reasons, this paper finally gives some advice of further development.
