摘要
“人人享有居住权”是保证社会安定繁荣的基石,作为住房保障重要一环的廉
租房保障更是如此,它是城市低收入家庭居住权利的最后屏障,是社会主义社会保
障体系中最重要,也是最基础的部分,意义重大。
本文首先指出我国廉租房保障的一系列困境,继而分析了我国廉租房保障制度
的现状,在对我国廉租房房源分类及来源进行了系统梳理后提出了我国廉租房保障
的核心问题是廉租房房源问题的论断。针对武汉市的现状本文提出武汉市可利用廉
租房房源为认定公有住房为廉租房、新建廉租房、回购房改房、收购空置商品房、
收购普通二手房和社会租赁房源六种,并运用 SWOT 方法对以上不同廉租房源进行
了系统的分析比较。本文提出了检验廉租房保障效果的五个重要维度即解决住房困
难的廉租户越多越好、解决廉租户的住房困难越快越好、政府的财政压力越小越好、
付出管理成本越小越好和退出机制越简便越好,利用上述五种维度并结合 AHP 法
对武汉市六种廉租房房源进行了优选,在对优选结果进行适应性分析后得出武汉市
最优廉租房房源供给方式为公房认定为主、收购空置房和新建廉租房为辅的结论。
本文最后以优选结果为基础,结合武汉市的实况提出完善武汉市廉租房房源筹
集的一系列建议,以期使武汉市廉租房房源筹集更加有效,政策能够进一步满足广
大低收入家庭的住房需求,最终形成具有武汉特色的廉租房保障模式。

Abstract
“Everyone enjoys abode right” is the cornerstone to guarantee the stability and prosperity
of our society. Low-rent housing, as an important part of the housing security system, has
a greater role in protecting abode right of low-e urban families. It is the most
important and basic part of our socialism security system; and it is of great significance.

This paper points out a series of problems in our low-rent housing security system, then
analyzes its status, classifies it, and es to the conclusion that low-rent housing
sources is the core issue of security system. The paper specifies six kinds of available
low-rent housing sources in Wuhan according to its actual situation: public housing, the
newly built low-rent housing, the reforming house repurchase, acquisition of vacant
houses, acquisition of second-hand stock, and social rental housing, which pared
and analyzed by bining Delphi method. The paper lifts five important
standards: it is better more low-rent households get rid of housing problem, it is better we
do it faster, it is better the government financial pressure gets lighter, it is better the
management cost gets smaller, and it is better the withdrawal rules get simpler. We
