基于企业技术进步的人力资源优化配置研究--以S矿业公司为例

摘要
科技进步促进一国经济增长,先进技术促进企业发展。掌握先进技术成为企业获取竞
争优势与经济效益增长的关键因素。企业的目标是利润最大化,要实现企业稳定快速成长,
先进技术与企业的战略协同显得愈发重要。先进技术的引进,直接对企业生产工艺、产品
结构和组织人员结构产生影响。如何充分发挥技术进步的正面效应,提升企业经济效益,
完成企业战略发展目标,是知识经济背景下当代大中型企业必须解决的难题。
企业战略的着眼点是短期的盈利状况和长期的稳定状态,战略协同的作用就是使资源
运用最大化及资源配置合理化。技术的进步改变了传统产业对于劳动力的密集型需求,企
业的稳定与发展面临人力资源系统优化的迫切需求。在充分分析技术进步可能产生的影响
的基础上,根据企业战略目标制定相应的战略计划、进行企业人力资源优化配置成为解决
问题的主要方法。通过人力资源优化配置,推动企业组织、员工、生产、管理结构优化,
对于企业的生存和持续性成长至关重要。科学有效的人力资源优化配置方案是实现企业整
体战略和维护企业管理系统的基础和切入点。先进生产工艺和机械设备的引进,要求企业
建立科学的组织结构和高素质的员工队伍,最终达到企业组织、管理的优势变革。
本文以技术进步理论和人力资源系统理论为指导,结合 S 矿业公司实行战略性人力资
源优化配置的需求和背景,分析企业如何有效制定人力资源优化配置的问题。尝试构建企
业人力资源优化配置的一般模型,最后根据企业背景制定 S 矿业公司人力资源优化配置的
建议方案,并提出注意事项和建议。一般模型的构建利于各企业根据不同实际加以细化修
改后使用。本文的研究不仅对于 S 矿业公司的战略性人力资源优化配置工作具有一定的参
考价值,而且对于其它企业的人力资源系统优化也有一定的理论和现实指导作用。

Abstract
The development of science and technology boosts the increase of the economy of a nation,
as well as the development of enterprises. So the mastery of advanced technology es the
priority petition and the leading factor of the increase of economic profit. To get the
maximum profit is the ultimate goal for the enterprises, and to realize the stable and rapid
development, the cooperation of advanced technology and strategy appears to be even more
critical. The import of advanced technology directly affects the craftsmanship, production and
personnel structures. Therefore, how to achieve the full performance of the positive effect of
technology and the increase of profits as well as petition of strategic goals e the
problems that every middle-large size corporation has to solve in the background of knowledge
being treated as wealth.
The strategy of enterprises should focus on the short-term profit and the long-term stable
