淮北市城镇保障性住房建设问题研究

摘要

我国住房保障制度是为解决中低收入家庭住房问题而建立的,有利于维护经
济的平稳发展和社会的和谐稳定。然而,全国各省市的住房保障制度建设存在着
很大的差距。淮北市作为一个中小型城市,住房保障工作起步较晚,在制度完善
和制度成效上与一线、二线城市相比有着很大的差距。对淮北市目前住房保障建
设存在的问题加以分析并提出完善建议,不仅可以为淮北市住房保障制度的完善
和发展建言献策,使淮北市更好的推行经济适用房和廉租房政策,也会对与淮北
市发展规模相当,同样处于经济转型中的能源城市的起到一定的借鉴作用。
随着淮北市城市化进程加快和煤炭资源的逐渐枯竭,对中低收入家庭的保障
压力不断加大,住房保障问题日渐成为人们关注的焦点。在这种背景下,本文首
先分析了西方国家住房保障制度建设中涉及的相关理论依据,以及这些国家建立
的两种住房保障模式。提出了中国在住房保障制度建立和发展过程中受到其影响
和借鉴的方面。在此基础上通过淮北市中低收入家庭住房情况的调查分析,探讨
了目前淮北市保障性住房建设中存在的一系列问题。针对淮北市住房保障工作中
的具体问题,提出完善淮北市住房保障制度的建议,并提出解决问题的措施。

Abstract
Housing security system in China is aimed to provide affordable housing for
low- and middle-e families, which helps to smooth economic growth and ensure
social stability. However, there is huge difference of the construction of housing
security system among different regions across the country. Huaibei, as a
medium-sized city, started the construction of housing security system lately, and
currently there is a big gap in the perfection of the system and the performance of the
system, compared with the first-tier and second-tier cities. By analyzing the existing
problems of Huaibei’s housing security system construction and providing
improvement suggestions, we can not only provide constructive ideas to improve
housing security system to execute policies on economically affordable housing and
low-rent housing, but also provide a good example for other energy cities that are of
the similar size as Huaibei in economic transition.
Along with the speeding of urbanization and gradual depletion of coal recourses
at Huaibei, the pressure on security system for low- and middle-e families has
increased, thus the housing security has became people’s major concern. With this
background, the thesis discusses a set of problems of Huaibei housing security system
construction by investigatin
