我国政府在企业社会责任履行中的作用分析

论文提要

2006 年企业社会责任在我国蓬勃地开展起来,尤其是党的十六届六中全会
把构建和谐社会纳入国家发展规划以后,企业作为社会经济的主体,纷纷寻求和
谐社会的建设之路,企业社会责任成为社会对企业寄予的越来越明确的期待。然
而,从我国企业履行社会责任的状况来看,存在着社会责任缺失的问题,究其原
因,除了企业自身的原因外,政府没有充分发挥作用也是一个重要的原因,因此,
企业社会责任的推动离不开政府的作用,政府通过引导和监督,促使企业更好地
履行社会责任。
本文首先对企业社会责任的涵义进行界定,对企业社会责任的相关理论进行
阐述,对目前企业社会责任中存在的问题以及原因进行分析,分析了政府在企业
社会责任中的角色,为政府在企业社会责任履行中应起到的作用进行理论铺垫。
并且列举了西方发达国家政府在企业社会责任中所起的一些作用,为我国政府更
好地发挥作用起到了借鉴作用。最后对我国政府在企业社会责任履行中的作用进
行分析,并对完善政府的作用提出了建议。

Abstract
In 2006 the Corporate Social Responsibility elevates rapidly in our country. After
especially party's 16 sixth plenary session integrates the construction harmonious
society into the national development plan, the corporate takes the social economy
the main body, seeks harmonious social in abundance road of the construction, the
Corporate Social Responsibility es the society more and more explicit
anticipation which places to the enterprise. From pany to fulfill the social
responsibility of business conditions, the existence of social responsibility, the
missing question, The reason, in addition to the enterprise's own reasons, the
Government has not fully play its role is also an important reason. Therefore, the
corporate social responsibility's impetus cannot leave government's function, the
government through the guidance and the surveillance, urges the enterprise to fulfill
munity responsibility well.
This article first carries on the limits to the corporate social responsibility's
implication, carries on the elaboration to the corporate social responsibility's
correlation theories, the question which as well as the reason exists to the present
corporate social responsibility in carry on the analysis, it has analyzed governments in
