我国保障性住房社区物业管理存在问题

摘要

住房问题是重要的民生问题。党中央、国务院高度重视解决城市居民住房
问题,始终把改善群众居住条件作为住房制度改革和房地产业发展的根本目的。
多年来,我国住房制度改革不断深化,城市住宅建设持续快速发展,城市居
民住房条件总体上有了较大改善。
近年来,随着我国加大经济适用房、廉租房等保障性住房的建设力度,各
地陆续建成了数量可观的保障性住房社区。这项政府为民办实事工程极大地改
善了低收入群众的居住条件,赢得了社会群众的广泛赞誉。其中,保障性住房
的物业管理工作涉及千家万户,事关人民群众居住条件、居住环境改善,关系
社会稳定,得到广泛普及。但是,在这些保障性住房社区建成之后,普遍出现
了物业管理的难题。保障性住房物业管理存在保障性住房物业管理相对滞后,
制度不够完善,政策措施还不配套,影响了部分城市低收入家庭住房困难得以
妥善解决。
本文针对政府集中新建或购置供给模式下的保障性住房社区中经济适用房
和廉租房的物业管理问题进行研究。首先对保障性住房以及保障性住房物业管
理相关理论进行梳理。其次,阐述了我国保障性住房物业管理所取得阶段性成
绩,同时,分析了保障性住房物业管理存在的问题,并且针对现存问题的影响
因素进行了系统研究。在改善保障性住房社区物业管理问题的措施方面,本文
在借鉴英国、新加坡、香港等发达国家及地区先进经验的基础上,提出了国内
外保障性住房物业管理给当前我国保障性住房物业管理的借鉴和启示,并根据
我国国情,有针对性地提出保障性住房物业管理的对策、建议,为解决低收入

家庭住房物业管理难题提供一定的依据。

Abstract

Housing is an important livelihood issues. CPC mittee and State Council attached
great importance to solve urban housing problems, and always to improve the living conditions of
the masses as the housing system reform and real estate development, the fundamental purpose.
Than 20 years, the continuous deepening of China's housing reform, urban housing construction
continued rapid development of urban housing conditions in general have been greatly improved.
In recent years, as China's increasing affordable housing, low-cost housing dwelling housing and
other support-building efforts, gradually built around a substantial amount of guaranteed housing
