太原市城镇低收入群体住房保障研究

摘要
住房是人类生存与发展最基本的生活资料,是保障公民生存权的基本条件
和社会稳定的基本前提。近年来,由于我国各个城市房价一直处于居高不下的
状态,低收入群体的住房保障问题已经引起政府的高度重视与社会的广泛关注,
不少城市正在积极摸索解决这一问题的有效方法,而各个城市对低收入群体提
供的住房保障十分有限,其中太原市就是一个有一定代表性的城市。因此,对
太原市低收入群体住房保障进行研究具有重要的理论和现实意义。
本文首先通过文献综述的形式,对国内外学者在城镇低收入群体住房保障
方面的研究情况进行总结,提出本文研究的目的意义;其次,对住房保障的内
涵和特征做了分析,阐述解决这一问题的理论基础;系统分析了太原市房价上
涨的基本情况及原因,通过数据资料对高房价下太原市城镇低收入群体的住房
压力现状进行探讨,并针对目前太原市低收入群体的住房保障措施实行过程中
存在的问题进行研究和分析,主要对经济适用房、廉租房问题进行了分析,诸
如经济适用房供应量不足、销售对象不明晰、价格“不经济”、地段位置不佳等,
廉租房发放的租赁住房补贴标准较低、缺乏完善的退出机制、资金来源渠道不
稳定等;最后从住房保障法律法规,提高政府责任意识,加强经济适用房的管
理,完善廉租房的保障体系等方面提出了解决太原市低收入群体住房保障问题
的对策和建议。对于进一步促进太原市低收入群体的住房保障的发展,维护社
会稳定,实现社会的和谐发展,具有重要的现实意义。

Abstract
Housing is the most basic subsistence for human survival and development; the basic
conditions for protecting the citizens’ survival rights, and the basic premise of Social stability. In
resent years, due to various cities in China has been in a high state of housing prices, housing
security problem for low-e groups has been caused the high degree attention by government
and widespread concern munity. Many cities are actively exploring effective ways to solve
this problem. While housing security which the various cities provide for urban low-e groups
is very limited. Taiyuan is one of the representative cities. Therefore, to study the urban low-e
groups’ housing security of Taiyuan city has important theoretical and practical significance.
In this paper, first through the literature review forms it sums up the situation of domestic and
foreign scholars’ research on housing security of urban low-e groups, and also it is the
significance of choosing this title. Secondly, it does an analysis of the connotation and
characteristics of housing security, and explains the theoretical basis to solve this problem. This
thesis systematically analysis the basic situations and reasons for the ri
