完善山西省城镇低收入群体住房保障研究

摘要
住房问题是重要的民生问题。党中央、国务院高度重视解决城镇居民的住
房问题,始终把改善群众居住条件作为城镇住房制度改革和房地产业发展的根
本目的。随着山西省社会发展水平的不断提高,经济的不断增长,人们住房保
障需求的不断提高,以及山西省城镇住房改革的不断深化,城镇住房保障体系
已经初步建立。但城镇廉租住房制度建设相对滞后、经济适用住房制度不够完
善、政策措施还不配套,部分城镇低收人家庭的住房还比较困难。山西省要实
现全面建设小康社会目标,就必须要解决城镇居民的住房问题,以实现“居者
有其屋”。
因此,本文从实证分析的角度对山西省城镇低收入群体住房保障问题进行
研究,对其现行城镇住房保障的具体实施效果及情况进行分析,提出进一步建
立健全山西城镇廉租住房保障模式、规范和改进经济适用房制度、完善住房公
积金制度等促进山西省城镇低收入群体住房保障可持续发展的建议和措施,这
将为政府制定住房保障政策、为保障型住房建设和实施提供一定的依据,对山
西城镇住房保障体制的完善起到积极的推动作用。

Abstract
Housing is an important livelihood issues. CPC mittee and State Council attached
great importance to solve urban housing problems, and always to improve the living conditions of
the masses as the urban housing system reform and real estate development, the fundamental
purpose. However, with the level of social development in Shanxi Province the continuous
improvement of the economy growing, people need continuously improve housing security, as well
as cities and towns in Shanxi Province the continuous deepening of housing reform in our province
has initially formed a low-cost housing, affordable housing, limited price of housing-based model
of housing security, and housing accumulation fund system, supplemented by the housing finance
support mode, and the shanty towns and old city residents housing security. Shanxi Province, after
years of housing reform, urban housing support model system has been initially established, but
there are still many problems, failed to properly solve the basic housing problem of low-e
Shanxi Province to achieve the goal of building a moderately prosperous society, it is
necessary to solve the housing problems of urban residents, to achieve the "Home Ownership."
