论文提要
政府间转移支付制度是分税制财政体制的重要组成部分,我国是一个多民族的
发展中国家,各地区之间自然条件差异很大,经济发展水平也极不平衡,各地公共服
务水平也不均衡,政府间转移支付制度可以最终缩小地区间公共服务能力的差距。政
府间转移支付是市场经济国家处理中央与地方财政关系的普遍做法,在国外已经积累
了丰富的经验,研究中国转移支付要充分借鉴发达国家转移支付成功经验,以便使中
国的政府间转移支付更加科学、合理和规范。
研究政府间转移支付制度的基本思路是:第一,阐明政府间转移支付制度的基本
经济理论,这是研究政府间转移支付制度的基础。在明确政府间转移支付制度含义的
基础上,分析政府间转移支付制度实施的客观必要性;第二,在对我国转移支付制度
进行历史考察的基础上,分析现阶段我国政府间转移支付制度存在的问题及原因;第
三,对国际政府间转移支付制度进行分析比较,提出对建立我国规范化转移支付制度
可以借鉴的经验;第四,在总结国内外先进经验的基础上,明确进一步完善我国政府
间转移支付制度的目标和原则,提出改革我国政府间转移支付制度的具体设想

Abstract
Intergovernmental Transfer Payment system is an important part of the financial
system in tax sharing system in our country, each local province and region differed a lot in
natural recourses and economic development. The Intergovernmental Transfer Payment
system can narrow the gap in public servicing given by the local governments among the
different provinces and regions. In studying the Intergovernmental Transfer Payment
system of other countries, we can make it more scientific, more reasonable and more
standardized.
The key line of this paper is the following: 1. Expound the basic theory of the
Transfer payment system of government, which is the basis of the whole studying. 2. In
reviewing and studying historically in our Transfer payment system of government, we
shall pick out the problems and the reasons in the running of that system. 3. Compare and
analysis the experiences of other countries, and to pick out the ways and method which we
can applied in our country. 4. we’ll provide a tentative plan in reconstruction of the
Transfer payment system of government and the measures coordinated to it.
