摘要

英处于世界领先地位,颇具特色的英国高等教育财政拨款体制对
其发展具有很大的促进作用。英国高等教育财政拨款体制作为当今较为先进、科学的拨款
体制,受到了越来越多国际组织和国家的关注和效仿。这不仅是因为英国高等教育发达和
国际政治因素的影响,而且也在于这种拨款体制本身具有的与高等教育大众化、高等教育
自身性质相吻合的特质和优势。同时,越来越多的国家将高等教育财政拨款及其激励机制
看作是一种比直接的行政管理手段更为有效的指导高等教育发展的途径。由于高等教育在
现代社会中的地位越来越重要,花费越来越大,如何使有限的经费发挥更大的作用,如何
应用拨款制度作为国家宏观调控高等教育发展的有效手段等,这一系列问题都是各国高等
教育界研究关注的焦点。了解英国这样高等教育发达国家的高等教育财政拨款体制以及其
特点,对我国正处于改革和迅猛发展过程中的高等教育事业发展具有较为重要的现实意
义。
本文采用历史研究法、文献研究法、比较研究法等研究方法,对英国高等教育财政拨
款体制历史、现状进行了全面的介绍和分析,总结其特点,并结合我国高等教育财政拨款
体制的现状和存在的问题,力求为我国正在进行的高等教育财政制度改革提供启示和借
鉴。
本论文内容主要分为四个部分:
第一部分,梳理了英国高等教育的发展脉络,以英国政府资助高等教育的先例为线索,
探讨英国高等教育财政拨款机构演变的过程与发展背景。
第二部分,从英国高等教育拨款的纵向机构、横向机构以及拨款的内容与方式三个方
面展现了英国高等教育财政拨款体制的现状。
第三部分,通过对英国高等教育财政拨款体制的发展历程和现状的探讨与分析,概括
出英国高等教育拨款体制的六个特点。
第四部分,针对我国高等教育财政拨款的现状和问题,寻找到我国高等教育财政拨款
制度改革中借鉴英国有益经验的契合点,提出了四个启示。

ABSTRACT

The fiscal appropriation system of higher education in UK plays an important
role in promoting the development of higher education and making it on a top level
of the world. As an advanced and rational appropriation system, the fiscal
appropriation system of higher education in UK has received more and more attention
and imitation from many anizations and counties. This is because
