中文摘要

城市交通是影响和带动整个城市功能布局发展,改善人们居住生活和出行条
件的一个重要因素,随着城市机动化进程的加快,出行总量的增加和出行结构的
变化打破了城市交通供需关系的原有平衡,由此引发的交通拥挤带来了诸如出行
时间增加、出行成本提高、服务水平下降、环境状况恶化等一系列问题,给城市
社会经济和居民生活都造成了巨大的压力,因此寻求合理解决制约城市高效、有
序、稳定及持续发展的城市交通拥挤治理对策是具有现实意义的课题。
本文首先对城市交通拥挤概念、属性、分类及相关新研究理论等进行阐述,
并依据外部性理论、物品理论等对城市交通拥挤成因进行分析。在此基础上,从
交通供给、需求等多个角度对交通治理模式进行研究,结合国内外城市交通拥挤
治理的成功案例,探求交通拥挤治理的宏观策略和微观方法,并针对连云港城市
交通的现实状况,从城市空间、道路结构等方面说明其跨越交通拥挤的原因,同
时对其存在的不足,提出建立高效、便捷、准时、舒适的公共交通发展战略,从
而为连云港的城市社会经济发展提供基础性、前瞻性的保障。

The Study on the Countermeasure of Congestion
Control of Urban Traffic
——Take Lianyungang City for Example

Abstract

Urban traffic is one of the important factors that influences and drives the
development of the function layout of the whole city, and improves our lives and travel
conditions in the city. With the process of urban traffic mobility growing fast, the
increase of the travel gross and the change of the travel structure break the original
balance between the supply and demand of urban traffic. And it causes traffic
congestion that brings about a series of problems, such as the increase of travel time and
cost, the decline of service level and environmental degradation. The problems impose
enormous pressure on the social economy in the city and the resident life. Therefore,
exploring the countermeasure of congestion control of urban traffic that limit the
efficient, ordered, stabilized and sustainable development of city is a task that has real
sense.
The paper first expounds the concept, property, character and the relevant study on
the urban traffic congestion, and analyzes of the cause of formation based on the goods
theory and the externalities theory. On that basis, the paper carries on research on the
pattern of traffi
