摘要
新型农村合作医疗制度是党和政府落实科学发展观,构建和谐社会,实现政治
文明、物质文明、精神文明协调发展的重要举措。新型农村合作医疗制度的实施,
缓解了广大农村居民特别是贫困农民“就医难、看病贵”的问题,体现了党和政府
对 9 亿农民的深切关怀。目前,新型农村合作医疗试点工作在全国已经全面展开,
新型农村合作医疗制度正处于发展的关键时期。从制度实施环境的角度对新型农村
合作医疗制度进行全面考察,分析影响新型农村合作医疗运行的各种有利因素和不
利因素,将有助于新型农村合作医疗在全国农村全面覆盖,有助于新型农村合作医
疗制度不断巩固、完善。
本论文主要运用社会调查与文献研究相结合、定性分析与定量分析相结合的研
究方法,对涟源市新型农村合作医疗制度的运行环境进行较为全面深入的分析。首
先,本论文对新型农村合作医疗制度运行环境进行了初步界定,指出影响新型农村
合作医疗制度运行的环境包括自然环境、政治环境、经济环境和社会文化环境。接
着对涟源市新型农村合作医疗试点工作进行简要描述和评价。然后在上述基础上,
对影响涟源市新型农村合作医疗制度运行的有利因素和不利因素分别进行深入细致
的分析,并有针对性地着重分析其不利影响因素。最后提出相应的政策建议。
研究发现,虽然有各级党政的高度重视、资金管理规范、农民得实惠较多和较
为完善的卫生服务网络等良好的外部环境因素,但涟源市新型农村合作医疗制度运
行仍存在一些不容忽视的不利因素,主要集中表现在以下几个方面:1、政务环境有
待优化;2、财政保障存在困难;3、筹资管理成本过高;4、医疗管理和服务水平较
低;5、农民主动参合积极性不高。由此,运用管理学、经济学和社会学的相关理论,
提出以下对策建议:1、改善政务环境;2、增强资金保障能力;3、控制非必要制度
成本;4、健全管理服务体系;5、调动农民主动参合的积极性。

Abstract
