摘要
改革开放后,我不断提高,然
而,农村的医疗卫生发展并没有与整个社会的发展同步,城乡差距越来越大,“因
病致贫、因病返贫”问题突出,严重影响农民的身体健康和生活质量,并进一
步制约了生产力的提高和农村经济的发展,因此农村医疗保障制度的完善意义
重大。
我国于 2003 年下半年开始推行新型农村合作医疗制度,经过几年的探索和
努力,覆盖面不断扩大,制度的重要性也日益凸显,在满足农民基本医疗需求、
减轻农民医疗负担方面发挥了重要作用。新型农村合作医疗以农民为保障对象,
在广阔的农村地区开展,地域性强,受地方实际情况影响大,必须因地制宜。
本文以山西省吕梁市为例,研究新型农村合作医疗制度的现状与发展,首
先分析了农村合作医疗的相关文献综述及发展历程,然后在制度建设、组织体
系及基金筹集等方面论述了山西省吕梁市新型农村合作医疗的运行情况,在此
基础上将吕梁市下辖各县(市)按经济发展水平分类,然后分别选取孝义市、
汾阳市和临县作为经济发达地区、经济中等发达地区和经济欠发达地区的代表
加以研究,根据当地的实际情况和新型农村合作医疗运行中存在的问题进行分
析,并提出了吕梁市新型农村合作医疗可持续发展的对策,为吕梁市及山西省
其它地市新型农村合作医疗的发展提供一定的参考和决策依据。
本文紧扣地区实际情况研究新型农村合作医疗制度,根据各代表县(市)
新型农村合作医疗的开展特点,提出有针对性的发展对策,对促进新型农村合
作医疗的可持续发展具有一定的意义。

Abstract
Since the policy of reform and opening to the world, the rural
economy of China makes great progress and the farmers’ life has been
improved greatly. However, the development of rural medical and health
cannot catch up with the social development and the gap between the
rural and the urban es wider increasingly. Bad health condition
which leads to poorness has e a serious problem and has great
impact on farmers’ health and life quality. Moreover, this problem restricts
the improvement of productivity and the development of rural economy.
Therefore it is of great importance to improve the rural medical scheme.
China began to carry out the New Rural Cooperative Medical Scheme
in the second half of 2003. Trough the last few years of exploration and
effort, the cover es wider more and more. The importance of the
system has e increasingly prominent and it has played an important
role on meeting the basic medical needs of the farmers and reducing their
health care burden. The New Rural Cooperative Medical Scheme’s object
are farmers and it can be influenced by regional and practical situations.
