摘要
随着公共服务供给改革领域中社会化、市场化改革趋向的日益发展,非政府
组织发展日渐成为世界各国普遍关注的焦点之一。究其主要原因,是因为非政府
组织在公共服务领域能发挥政府和市场都无法发挥的某些独特作用,非政府组织
已成为目前公共服务供给的多元主体之一。非政府组织提供公共服务有利于提高
公共服务的质量和效率,有利于实现社会公平,有利于满足多元化的社会需求,
有利于缓解公共财政压力。非政府组织具备的公益性强、灵活性大、社会参与性
高、社会沟通能力强等优势,有助于非政府组织上述作用的发挥。然而,非政府
组织在提供公共服务过程中也存在着一些问题,这些问题的产生原因是多方面
的。为有效地发挥非政府组织的公共服务水平,需要从五个方面努力:一是进一
步转变政府职能;二是加强非政府组织发展的法制建设;三是加强非政府组织自
身能力建设;四是保持非政府组织的相对独立性;五是正确处理好非政府组织同
政府间的竞争与合作关系。

ABSTRACT

With the development of the trend of socialization and marketing in public
service, NGOs have gradually been mon focus of all the countries. That to
say, NGOs is one of diversified subjects in public service. The main reason is that
NGOs have some special functions for public services that the government and
market do not. NGOs’ public service supplies help to improve quality and efficiency
of public services, and will be conducive to achieve social justice, to meet the
diversified needs of munity, and to lessen public finance pressure. NGOs’
strong nonprofit, high flexibility, strong social participation, good social
communication skills, and their other advantages are conducive for them to play the
above roles. However, there are still some problems in the course of NGOs’
development while these problems have many reasons. We should promote five
aspects in order to effectively display NGOs’ level in public service. First, further
transform government functions. Second, strengthen the building of the legal system
on NGOs. Third, strengthen internal management capacity building of NGOs. Fourth,
maintain NGOs’ relative independence. Fifth, correctly handle the relationship of
both cooperation petition between non-anizations and
government.
