摘要

县域经济是国民经济重要的组成部分。十六大报告中第一次提出了“壮大县
域经济”,2004 年中央一号文件又一次强调县域经济的发展和壮大,对于解决“三
农”问题以及全面建设小康社会具有紧迫而重要的意义。县域经济不仅关系强省,
而且关系富民,在国民经济中具有不可估量的作用。县域经济是加快经济发展、
逐步实现工业化、城市化和全面建设我国小康社会的基础。
金融是现代经济的血液,金融体制的优劣决定着金融对经济支持的质量和推
动经济发展的能动性。县域经济发展的产业化、工业化、城镇化过程对资金产生
了巨大的需求,特别需要县域金融提供全方位的服务和充分的金融支持。尽管
2001 年初中国人民银行就出台了一系列政策解决农村贷款难的问题,采取了一
系列措施加强和改进对中小企业的金融服务,但是从全部资金来源和使用的角度
来看,特别是农村金融对县域经济的支持还不能满足经济发展的需要,农村金融
服务与县域经济发展的要求依然存在较大的差距。
县域经济中金融服务体系的缺位问题日益尖锐,县域金融与县域经济的协调
发展是我国社会经济发展的必然要求。本研究就是参考有关专家、学者和机构对
县域经济模型的构建和农村金融服务改革的思路、方法和工具,结合研究对象安
徽省的实际情况,构建具有针对性、科学化的农村金融服务机制和体系,并将其
作为县域经济发展的一项重要技术和手段,应用于部分农村金融组织体系中存在
一定缺陷的机构。同时,也是为其他金融管理机构和监督机构提供具有参考价值
和指导意义思路和方法的一种尝试。

Abstract
County economy is an ponent of the national economy. The 16th
National Party Congress first proposed boosting the county economy. The 2004
"central first document" re-emphasized the development of the county economy,
which is significant to solve the problems facing agriculture, rural areas and farmers
and build a well-off society in an all-round way. The county economy plays a great
role in the national economy, concerning making our province strong as well as
making people rich. It is also fundamental to speed-up the economic development,
gradually realize industrialization and urbanization and build a well-off society in an
all-round way.
Finance is the core of modern economy. Both the quality of financial support to
economy and the activity of promoting economic development are decided by the
quality of financial system. The process of industrialization and urbanization brought
by the county economy has a great demand for funds. This requires that the county
finance should provide services in an all-round way and adequate financial support.
