摘要
随着国民经济的迅速发展,不仅对电网运行安全性、可靠性、经济性提出了
更高的要求,同时对电网电能质量的要求也越来越高。但是当前大量非线性负荷
的使用,造成电能质量问题日益恶化,给用户带来不必要的损失。而电能质量的
治理是以电能质量监测和评估为前提,只有通过对电能质量问题进行确切的分析
评估,明确问题所在,才能对不同的电能质量问题进行治理。
为了掌握唐山电网的电能质量状况,唐山电网已配置了电能质量监测网。电
能质量监测网能够随时将电网的电能质量指标数据上传到上位机,但目前所监测
和统计的仅是电能质量的基本指标,而未给出电网在某段时间的电能质量总体评
价,因此,进一步研究开发评估唐山电网的电能质量状况系统,为今后合理安排
干扰性负荷接入电网提供理论指导。
唐山电能质量监测网监测的电能质量数据是以 IEEE 推荐的 PQDIF 格式储存
的,因此,首先利用 C++语言实现了对 PQDIF 格式的电能质量监测数据文件转
换成文本文件。其次在综合分析当前各种电压质量评估算法的基础上,利用遗传
投影寻踪方法对监测线路进行了电能质量综合评估,智能化的提取了电能质量指
标特性,克服了传统电能质量综合评估方法受人为主观因素影响较大的弊端,比
较客观合理的对电能质量进行综合评估, 框架下开发了电能质量分
析评估系统。本系统的成功开发为管理者了解和解决电网中的电能质量问题提供
了有益的参考。

Abstract
The rapid development of national economy requires higher and higher standard
for not only safety, reliability and efficiency of power system operation but also the
power quality. However, the wide application of nonlinear loads has caused serious
power quality problems and brought great unnecessary lost to users. To improve
power quality, monitoring and evaluating is the premise. Only based on correct
analysis and evaluation can it make clear the causes and take effective measures to
improve power quality according to different situations.
In order to master the power quality situation of Tang-shan grid, a monitoring
net has been established there. can upload the indexes data describing the
power grid power quality to the puter momentarily. However, the indexes
are just the basic ones and do not give the overall assessment of power system in a
certain time interval. So, it is necessary to research and develop a power quality
evaluation system so as to help arrange rationally disturbing loads in Tang-shan grid
with powerful theoretical guidance.
