文档介绍：摘要独立学院专指由普通本科高校按新机制、新模式举办的本科层次的二级学院。创办独立学院是加快我国高等教育事业发展,不断满足社会对高等教育需求的重大举措。认真研究独立学院内部管理体制和运行机制,对于提高独立学院的办学质量和水平,促进独立学院的健康发展有重要的理论和实践意义。独立学院在运行机制上基本沿用传统校系制下学系的运行机制,特别是在权力和教学运行机制方厩都存在着诸多问题。权力运行机制方面,董事会制度尚不完善是其主要问题,表现在董事会的缺乏、董事会的虚设、董事会的越位和董事会的错位等方面。教学运行机制方面,主要存在着专业设置不合理和教师队伍不稳定,教学管理和教学质量保障系统不健全等问题。究其原因,无不与政府宏观调控不到位、社会参与不充分、市场机制不规范和办学不够自主有关。构建高效的独立学院内部运行机制,需要从独立学院的权力运行机制和教学运行机制两个方面展开,独立学院权力运行机制应为董事会领导下院长全面负责、教授学术主导、党委监督保证、全体民主参与的运行模式。独立学院的教学运行机制应包含人才培养机制、教学管理机制、质量保障机制、师资队伍建设机制及各予机制之间的相互协调运行,以保证独立学院人才培养质量。关键词:独立学院:运行机制:模式 ABSTRACT Independent college is anew running school model ofhJ勘education,which is promoted by thepopularization tideofhJigh education and grows inthepriming stage College is aproduct ofChina’Shigher education system creation ofindependent higher education institutionsisan important initiative elerate thepace ofdevelopment ofhigher education,to improve itsquality and tomeet socialdemands,the seriousresearch intotheinternal management system and operational mechanism ofIndependent College is notonly animportant task tothemanager oftheschool,but also asignificant issue tothe independent Institutepioneers.
