第十一条 知识测试。对已经推荐的副科级后备干部初步人选，由县委组织部统一组织进行闭卷考试。知识测试内容以中组部《党政领导干部公开选拔和竞争上岗考试大纲》为基础，主要测试应试者胜任领导工作必须具备的基本素质，特别是运用有关理论、基本知识和基本方法分析解决实际问题的能力。
第十二条 县委审定。经民主推荐、党组织呈报、组织考察、知识测试合格的后备干部人选，提交县委审定。
第十三条 公示。对经县委审定的后备干部，县委组织部以适当形式通知所在单位，由所在单位在本单位内部进行公示，公示期为7天，公示没有问题的纳入后备干部人才库，进行动态管理。
第十四条 选拔后备干部工作可以单独进行，也可以结合领导班子换届、年度考察工作一并进行。对在公开选拔领导干部和竞争上岗中发现的优秀年轻干部，一时不能提拔使用的，可按规定程序纳入后备干部人才库。
第四章 后备干部的培养
第十五条 后备干部的培养工作，由县委组织部和后备干部所在单位党组织共同负责。
第十六条 对后备干部要进行中国特色社会主义理论体系培训，党的路线、方针、政策培训，党的基础知识培训，市场经济理论以及现代科技、法律法规和相关业务知识培训。提拔任职前累计培训时间一般不少于1个月。
