摘要
西方福利国家的普遍危机直接导致了欧美各国以公共服务改革为核心的政
府改革运动,自 20 世纪 70 年代起,政府购买民间组织服务成为西方占主导地位
的公共服务供给机制。我国政府自 90 年代以来,实行了以“小政府、大社会”
为目标的政府机构改革和职能转变,政府试图从更多的直接控制的领域退出来,
将更多更具体的职能转移给包括民间组织在内的社会中介组织,即实行政府向民
间组织购买服务,这可以使公众利益得到更高程度的满足;也可以促进政府职能
转变;还可以促进中国民间组织的发育成长。
目前我国一部分经济发达的地区,如上海已经开始了政府购买民间组织服务
的实践,但是与英国和美国的实践相比,我国的实践还处于非正规化、零散化、
非制度化的状态。这一方面与我国政府购买民间组织服务起步较晚相关,另一方
面是因为我国政府购买民间组织服务的发展受到三方面因素的制约:一是政府角
色与职能的紊乱;二是民间组织资源的短缺;三是民间组织在政府购买服务过程
中的商业化、准政府化、责任模糊化使其发展不健康。
因此,当前推进我国政府购买民间组织服务的发展要做好三方面的工作,即
更新政府购买民间组织服务的观念,拓展政府购买民间组织服务的领域,健全政
府购买民间组织服务的机制。

RESEARCH ON PURCHASE OF SERVICE CONTRACTING
FROM NGO/NPOs
——An Example of Shanghai
ABSTRACT
General crisis of the western welfare countries brings American and European
countries a revolution, which is reforming public service. Since 1970s, Purchase of
Service Contracting (POSC) from NGO/NPOs has e the main mechanism of
public service providing in western 1990s, our government began to
reform and the target of which is "a simplified government and a big society", so
more and more functions of government transferred to social intermediate
organizations including NGO/NPOs. We began to purchase service from NGO/NPOs
as it could fulfill the civil interests in a better way, accelerate the transformation of the
government’s function and promote the growth of NGO/NPOs in China.
Nowadays, some developed districts of our country, such as Shanghai, have put
the POSC into practice. paring with the western developed countries like
England and America, our practice seems to be un-regular, single and un-institutional.
One reason is that our practice began later than those of the western countries. And
