上海国有金融资产股权管理问题研究
摘要
本文从上海的地方性国有金融资产基本情况出发探讨了在新一
轮的国有资产管理体制改革中地方国有金融资产管理如何进行改革
的问题本文论述的上海国有金融资产不是指一般意义上的国有金
融资产而是指股权性质的资产即是由财政各级国有或国有控股
企业持有的各种类型的金融机构的股权
本文通过对上海国有金融资产的形成发展和现状的研究提出
了上海国有金融资产在发展运营和管理方面存在的问题除了与
其他国有资产管理存在相同的问题以外还存在其特殊性的问题本
文在分析基础上提出了深化上海国有金融资产股权改革的设想
在上海国资委下建立 2~3 家金融控股公司作为股东管理上海的金融
机构

ABSTRACT
Within the new stage of Chinese State-Owned Assets management
system(SOAMS) reform, it’s a question of how to reform the local
SOAMS, particularly the State-Owned financial equity. In this article, I
focus on the state-owned financial equity of Shanghai, which is formed
by the shanghai local government, various SOE(state-owned enterprises)
of shanghai investing into the financial institutions.
This article focus on the form, development and status in quo of
shanghai state-owned financial equity. With analyze the problem of
shanghai state-owned financial equity management, it points out that the
state-owned financial equity has the same problems as the state-owned
assets, but it has special problems in the financial sector. Based on this, I
suggest to establish the new management system of shanghai state-owned
financial equity with 2-3 state-owned financial panies under
the State-Owned Assets mittee of Shanghai to act as the
shareholder of financial institution to manage the shanghai state-owned
financial equity.
