〔摘要〕简要介绍了奥地利卫生制度的一些基本特征,以及近 30 年来在卫生制度领域进行的改革,着力分析了它们对于中
国医疗改革的启示性意义。有四个方面的启示值得中国学习权力制约与监督,公私结合、以公为主,卫生服务的普遍可及以
及卫生服务的公平性。

Health Care System and Reform in Austria Implications for China

Abstract This paper first makes an introduction of health care system in Austria,and health care reform in
the past thirty years there. Then it analyzes the implications to China' health care reform. There are four aspects
from which China should learn decentralization of health authority,public owned system with part of privatization,
universal health care,and equity in access to health care.
