北京市环境标志汽车产品规划和技术经济对策研究

摘要

我国汽车行业在整个国民经济中的地位不断提升,已经成为我国乃至北京市的
重点行业。而汽车已经成为大气污染物排放和全球能源消耗的主要来源。为了鼓励
汽车产业的不断向前发展,国家陆续出台了很多相关政策。但是这些政策并没有有
效促进我国汽车产业向着节能减排的方向发展,没有达到汽车产业发展与环境保护
双赢的目标。而北京市面对汽车产业已成为北京市重要支柱产业和国内大型的汽车
消费市场与北京市建设环境友好型和资源节约型城市之间的巨大矛盾,如何实现发
展汽车产业与环境保护双赢的局面成为摆在其面前的重要难题。本文提出了一种现
实的解决方案,即通过发展符合低碳汽车要求的技术标准的环境标志汽车产品,实
现北京市汽车产业产业升级和产品结构调整的目的,以提高北京市汽车产业的核心
竞争力。
通过对比我国和北京市环境标志汽车发展的情况,对比国内外最新的新能源汽
车和低碳汽车的发展方向和各国相关政策与技术指标。本文指出了北京市汽车企业
发展环境标志汽车存在的问题和相关技术经济对策;以及北京市发展环境标志汽车
存在的问题和相关政策建议。

Abstract
The status of car industry in China is rising quickly. It has e the China's key
industries as well as in Beijing. But the car has given too much air pollutant and
consumed too much global energy. The government has promulgated a number of
relevant policies in order to encourage continuous development of the car industry.
However, these policies do not effectively promote China's car industry towards the
direction of energy-saving and emission reduction. It did not get the goal of both win
between car industry and environment. It faces with big contradiction between the car
industry and the city of environment-friendly and resource-saving in Beijing. So it
es an important problem how to get balance between the development of the car
industry and environmental protection. This article gives a creative realistic solution to
the problem. That is to say depend on the environmental label car products. Beijing's car
industry can achieve industrial upgrading and product structure adjustment aims to
improve the petitiveness of Beijing's car industry.
