摘要:加强科技管理是提高铁路行业科技转换质量水平的重要手段,系统总结美国、欧洲、
日本、印度等国的铁路行业的科技管理机构与主要科研技术中心情况,分析我国铁路行业科
技管理存在的不足,详细、深刻地研究国外铁路行业科技管理的模式与机构,对提高我有益。

Comparative study on science and technology management

Abstract: Strengthen the management of science and technology is an important means to
improve the quality level of the railway industry technology transfer, technology management
system the United States, Europe, Japan, summed up India's railway industry and the main
scientific research and technology center, analyzing the existing problems of our country science
and technology management in the railway industry, comprehensive, profound study of the mode
and mechanism of science and technology management of foreign railway industry, beneficial to
improving the level of scientific research in China Railway industry.

0 引言
在“十二五国民经济与民生发展”规划下,国家大力推进高速铁路、重载铁路、青藏铁
路的建设与运营管理。伴随着铁路行业资金注入增多,铁道部紧密围绕京沪、郑西、武广等
高速铁路及新线建设、运营的需要,组织重要科技攻关和重大综合实验,强化技术监督和技

术标准体系构建,在铁路行业科技投入部分投入大量人力资源与经费[1]。
