摘要
百年大计,教育为本。教育的发展对人口素质的提高、国民经济的发展起着举足轻
重的作用。而义务教育在整个教育过程中起着极为基础的作用。近些年,尽管河北省义
务教育发展迅速,“普九”水平进一步提高,农村教育得到高度重视,农村学校办学条
件显著改善。但是,由于历史上城乡二元结构以及长期以来城市中心价值取向的存在等
问题,导致河北省城乡义务教育资源配置不均衡现象仍然突出,农村教育均衡发展仍然
是一个薄弱环节。缩小城乡差距,促进教育公平仍是一个亟待解决的问题。在这种背景
下,我们有必要正确认识河北省城乡义务教育资源配置现状,综合评价其发展水平,并
提出促进城乡教育均衡发展的对策。
本文在总结前人研究的基础上,首先对河北省城乡义务教育资源配置现状进行了分
析,并运用 SWOT 分析法对其从优势、劣势、机会、威胁四个方面进行总结。其次,建
立了评价教育资源配置水平的指标体系,以主成分分析、聚类分析为主要的分析方法对
河北省的城乡义务教育资源配置水平进行了综合评价。第三,对河北省经济发展水平和
教育资源配置水平间的关系进行了计量检验。最后根据评价和分析结果有针对性的提出
促进河北省城乡义务教育均等化,促进教育公平的对策建议。

To make a project of lasting 100 years and vital,we should have education as its
development of education plays a very important role in improving the quality of population
and development of the national education plays an extremely
foundation role in the entire education years , the Hebei’pulsory
education develops rapidly,the popularization of nine-pulsory education’s level has
an further enhancement,the rural education takes seriously,and the conditions of rural school
have an remarkable there are some problems such as the dual structure
between rural and city in history,the existence of urban center value orientation in long
term,they cause the imbalanced phenomenon of city and pulsory education
resources configuration still prominent in Hebei province,the balanced development in rural
education is still a weak is a problem to be solved which includes reducing the gap
between city and rural and promoting the fairness in education. Under this situation,we should
have an correct understanding of the present situation of city and pulsory education
resources configuration in Hebei province, comprehensive evaluation of its level of
development and promote the countermeasures about promoting the balan
