集群式发展武汉市低碳产业研究

摘要
在全球气候变暖、能源危机和国际温室气体减排压力与日俱增的今天,走低碳化
发展之路已被世界各国普遍认可,低碳产业在此基础上应运而生。武汉市作为湖北省
省会、中部崛起首要城市和“两型社会”建设实验基地,调整产业结构,改变高污染、
高排放的现状任务艰巨。集群式发展包括节能、S 和碳减排
的低碳产业是武汉市占领未来能源产业制高点走可持续发展的战略选择,也是重塑城
市形象、打造低碳城市名片的必由之路。
论文立足于国内外低碳产业发展现状,分析了武汉市现有能源消费结构和产业布
局,阐述低碳产业对武汉市促进经济发展、改善城市环境、优化产业结构和提升区域
竞争力的重要意义,并通过对产业集群理论研究、部分国家和城市集群式发展低碳产
业案例总结,论证集群式发展是目前武汉市低碳产业的最优选择,随后系统阐述了集
群式发展武汉市低碳产业的路径选择,并拟定相应发展路线图,最后提出相关政策保
障。

Abstract
With the rapid growth of the pressure under the global warming, energy crisis and
greenhouse gas emission, the low-carbon development model has been recognized
worldwide and the low-carbon industry emerges at the times require. As the leading city in
the rise of central China and the experiment base of “two-oriented society”, the provincial
capital Wuhan takes on heavy responsibilities in industrial reconstructing to change the
current situation of high pollution and high emission by heavy industry. The cluster-based
development model of low-carbon industry (. new energy and renewable energy, energy
saving and emission reduction, CCS industry) is the strategic choice to take the vantage
points of the future energy industry and realize the sustainable development and also the
only way to remake the city image by casting the low-carbon brand.
Based on the current situation home and abroad, this paper illustrates the energy
consumption structure and industrial layout of Wuhan to emphasize the significance of the
low-carbon industry development to the promotion of the economic development, the
improvement of the city environment, the optimizing of the industry structure and the
enhancement of the petitiveness and proves the clustering mode to be the
optimal choice for the low-carbon industry development by analyzing the theory of industry
cluster and the cases of low-carbon industry i
