妇女的政治参与是妇女解放的最高形式,是衡量妇女地位的主要标尺。提高妇女参政水平有其重要意义:一是妇女自我发展的内在要求;二是促进政治文明建设的需要;三是对我国的改革开放和现代化事业,而且对整个人类进步都将产生深远影响。
本文首先对浙江省妇女参政现状进行了分析,找出了其主要存在的问题及原因,在此基础上,积极探寻了提高妇女参政议政水平的途径和对策。对策主要从妇女自身素质、选拔任用制度、法律保障、社会氛围等方面展开,紧紧围绕浙江省妇女参政过程中存在的主要问题--尖端与实权缺失。

Abstract
Women's political participation is the highest form of emancipation of women and the main scale to measure women's status. To improve the standard of women's political participation is of great significance: first, it is the inherent requirements of women self-development; second, it is the need of promoting political civilization construction; last, it has great influence on the reforming and opening policy and modernization as well as the progress of whole human beings.
This article first makes an analysis of the current situation of women's political participation in Zhejiang Province and then actively finds solutions and approaches to improving the standard of women's political participation. The article makes overall research on different aspects of women's political participation, including quality of women themselves, selection system, legal protection and social atmosphere. All the measures proposed have been closely enclosed with the main problem of women's political participation in Zhejiang Province: the shortage of top-end and real power.

一、引言
妇女的政治参与是妇女解放的最高形式,是衡量妇女地位的主要标尺。妇女参政是指妇女群体对国家政治生活和管理社会公共事务的有意识的主动参与,而妇女参政的高级形式,即是进入国家权利机构,直接参与国家和社会事物的决策。
北京第四届世界妇女大会宣言中宣布:妇女在参与等的权力,这既是男女平等最重要的标志,也是社会民主化的重要标志。可见,提高妇女参政水平的意义主要体现在三方面:一是妇女自我发展的内在要求;二是促进政治文明建设的需要;三是对我国的改革开放和现代化事业
