摘要

绩效管理是一个完整的系统,它在人力资源管理中居于核心地位,关注的是员工绩
效的提高,而员工绩效的提高又是为组织绩效实现服务的,这就将员工和企业的发展联
系在一起,同时也将绩效管理的地位提升到了战略的层面。目前,平衡计分卡就是一种
很有效的战略绩效管理工具。
本文从绩效管理的理论、平衡计分卡理论研究入手,采用理论研究和实际操作相结
合的方法,通过电话和当面访谈的方式,对房地产企业的战略及原有绩效管理体系进行
了深入分析。借鉴己经实施绩效管理企业的成功经验,以建立房地产公司绩效管理模式
为核心,结合房地产公司绩效管理的具体实践,将平衡计分卡这一综合性绩效管理工具
应用到房地产企业,使企业的战略目标和部门的工作行为有机结合起来。根据广泛的调
查研究,在对房地产企业的行业特点分析的基础上,设计出财务、客户、内部流程、学
习与成长四个层面的指标体系,对各指标进行评价和打分,然后运用层次分析法(AHP)
确定指标权重,合理公平的为 KPI 指标赋权,从而构建一套完整的科学指标体系。以期
对房地产企业高层管理者和从事人力资源工作的人员,在绩效管理实践方面提供一定的
参考价值,为房地产企业正确运用平衡计分卡提高管理绩效,提供一个具体的模式和例
证。

Abstract

Performance Management is plete system and the core of human resources
management which in order to improve the performance of employees and is to achieve
organizational performance, which will links staff and the development of enterprises . At the
same time, performance management will also be elevated to the status of the strategic level.
At present, the Balanced Scorecard is a very effective strategic tool for performance
management.
In this paper, from the performance management theory and the Balanced Scorecard
theory, I will analyze the real estate business strategy and performance management system
in-depth using methods bination of theoretical study and practical by telephone and
face-to-face interviews. Drawing on the essful experience of performance management
implemented in business, to set up performance management model of the core, with the
concrete practice of performance management of the real panies, I will apply
Balanced Scorecard which is prehensive performance management tool to the real
estate enterprises, making enterprises strategic objectives together with the work of the
