文档介绍：安徽省高等教育财政问题研究基于成本分担角度的分析
摘要高等教育成本分担机制已经成为高等教育财政政策的重要内容。本文以当前中国和世界高等教育发展进程为背景,研究了安徽省高等教育规模发展以及成本分担的现实情况,对安徽省高等教育发展与经济社会发展、政府财政投入以及个人承受能力之间的关系进行分析。本文结构由以下内容组成: 第一部分由三个章节组成。第一章导论,阐述了本文的研究背景和意义,对国内外的研究文献进行述评,介绍了本文的研究思路、方法与创新之处。第二章高等教育成本分担机制建立的理论依据,为以后的研究奠定理论基础。首先对高等教育产品属性进行了定位,即公共产品理论;其次,从3>人力资本理论的角度论述了教育投资对人力资本和经济发展的意义;最后,论述了教育成本分担理论,这一理论为世界范围内普遍采取教育成本分担机制提供了依据。第三章高等教育成本分担的国内外现状。首先论述了国际高等教育成本分担的几种模式,然后从历史的角度阐述了,中国高等教育成本分担机制建立的进程。第二部分由以下几个章节构成。第四章安徽省高等教育投入的需求分析。首先对安徽省高等教育与其他省市差距的分析,主要从发展规模、教育层次等方面的分析;然后是对高等教育总投入方面的比较。0>第五章安徽省高等教育成本分担的实证分析。本部分是从深层次上对安徽省高等教育的成本情况进行分析。首先研究安徽省高等教育成本分担现状;进而研究了政府、个人分担成本的现状,以上分析采用了与其他省市比较研究的方式。最后部分是结论和政策建议。这部分是结合安徽省高等教育发展现状,旨在为政策制定提供建设性的意见。最后部分是结语。关键词:高等教育成本分担财政投入 I
Abstract Cost-sharing mechanism of higher education has e an important aspect of fiscal policy of higher education. In this paper, based on the development process of higher education in China and the world,analyses the scale of higher education development in Anhui Province, as well as the reality of cost-sharing. This report analyses the relationship between the development of higher education and economical society 、government financial input and the affordable ability of the public. It tries to make sense in guiding the establishment of cost sharing system in
Anhui Province . The dissertation consists of the following parts: The first part consists of three sections. Chapter I is the Introduction , which demonstrates the background and significance of the dissertation , summarizes the corresponding surveys in domestic and foreign literatures and introduces its own research thought and method. Chapter Ⅱ is the theoretical basis for cost-sharing system of higher education , lay the theoretical foundation for the subsequent ,it defines the product attributes of higher education, that is quasi-public goods theory; Secondly, from the perspective of human capital theory ,discusses the meaning of education investment for the human capital and economic deve
