高等教育成本分担问题研究

摘要
本文以高等教育成本分担问题为研究对象,首先对高等教育与社会经济发
展的关系进行了研究,认为高等教育在促进国民经济发展,提高国家综合竞争
力,推动社会文明进步,促进科学技术发展和教育发展方面具有重大作用。然
后对高等教育与政府财政的关系进行了研究,指出高等教育是今日的财政支出,
又是明日的财政收入。
其次,对高等教育成本分担的理论依据进行了更为全面的阐述,从政府和
受教育者个人两个方面来阐述高等教育成本分担的理论依据,完善了高等教育
成本分担的理论基础。同时,从政府和受教育者个人两个方面阐述了高等教育
成本完全由某一方承担的不利因素并对双方共同分担高等教育成本的优势进行
了分析。
第三,本文对高等教育的成本进行了分析。高等教育成本是指高校用于培
养学生所耗费的,可以用货币计量的教育资源的价值,属于财务范畴的以货币
实际支付的成本。高等教育成本可分为:人员经费支出,商品服务支出,基本
建设支出,其他资本性支出四个部分。依据高等教育成本的特征和高等教育成
本核算的原则,本文从理论上给出了高等教育成本分类型核算的基本模式。
第四,首先说明高等教育成本分担的原则,然后依据高等教育成本分担的
原则,再结合我省居民的实际收入水平,确定了我省高等教育成本分担的比例。
根据相关的统计数据,对我省主要高校的成本增长速度和财政投入增长速度进
行了分析,阐述了我省政府在高等教育投入中存在的主要问题并提出了相应的
政策建议。
第五,对我国目前的高等教育成本分担制度进行了详细的研究。首先是对

教育成本分担制度的现实原因。然后提出我国现行高等教育成本分担制度在执
行中存在的问题并给出完善我国高等教育成本分担制度的政策建议。

Abstract
The problem of the higher education cost share as the research object
for this article , First ,I research to the higher education and the social
economy development relations, I think the higher education has the
significant function in promoting the national economy development,
enhances the national petitive ability, impels the social
civilization to be progressive, the promotion science and technology
development and the education development. Then I research to the
higher education and the government finance relations, pointed out the
higher education is today expenditure, also will be tomorrow financial
revenue.
Next, I has carried on a prehensive elaboration for the theory
basis which shared to the higher education cost, from the government and
the education individual two aspects was elaborated the higher education
cost shared the theory basis, has consummated the rationale which the
higher education cost shared. At the same time, from the government and
the education individual two aspects , I elaborated the disadvantage
