我国城镇公共住房政策实施问题研究

摘要
随着改革开放事业的推进,我国经济高速发展。与此同时,居民的收入差
距也在拉大,广大中低收入居民的住房问题也逐步凸显出来。上世纪年代以
来,我国政府开始重视住房保障制度的完善,公共住房政策也不断地出台和调
整。进入世纪,房地产业迸发出巨大的活力。然而在解决公共住房问题方面
表现出政策执行不力。突出表现就是经济适用房开发存在许多违规行为,诸如
寻租行为、提高户型标准以高价出售给中高收入者,等等。事实证明,完善符
合我国国情的公共住房政策是我国政府不容推卸的责任。
本文不仅对国内外城镇公共住房政策发展趋势做了系统的回顾和总结,对
我国实施城镇公共住房政策的理论依据及重大意义进行了简要分析,而且从公
共住房政策模式等四个方面对美国、英国、新加坡三国在城镇公共住房政策实
施中的成功经验进行了对比分析并得出了重要启示。尤其是对我国国内城镇公
共住房政策实施中存在的主要问题、原因及其对策进行了重点分析。
针对我国城镇公共住房政策的实施中存在的问题,本文主要从思想认识、
立法建设等七个方面进行了全面的分析,提出了相应的完善建议。希望能对我
国城镇公共住房政策的顺利实施提供一定的借鉴。

Along with the cause of reform and opening advanced up, Chinese
economy has developed ,e gap between
residents is also widening. The housing problem of large numbers of
low-e residents have gradually ing the
1990s,Chinese government started to attach importance to the
improvement of housing security system,public housing policy is also
introduced and adjusted the 21st century,the real
estate industry has bursted out tremendous ,it has
displayed weak implementation of policy in solving the problem of public
performance is that there are many irregularities in
the development of the economic and suitable housing,such as the
behaviour of Rent-seeking,selling houses to the high e residents at
high price by upgrading the house standards and so on. It has been proved
that our government has an unshirkable responsibility in improving public
housing policy which is in line with Chinese conditions.
This paper not only makes a review and summarize of the
development of foreign and domestic urban public housing policy, and
analyzes theoretical basis and the importance for implementing urban
public housing policy briefly, but also analyzes the essful
experience of urban public housing policy paration from f
